The Welfare Reform Act of 1996 replaced Aid to Families with Dependent Children and related programs with a block grant program known as TANF. Aid to Families with Dependent Children allowed states to receive uncapped federal match funds. The state received more federal money if they were spending more on cash assistance. However, the federal money was reduced when there was a decrease in caseloads. TANF grants state a fixed block grant which can be used to fund a wide range activities. This program also requires you to spend at most 75 percent of what was available prior welfare reform.

The program has replaced three federal welfare programmes: Aid to Families with Dependent Children AFDC (Aid to Families with Dependent Children AFDC), Job Opportunity and Basic Skills Training JOBS (JOBS) as well emergency assistance.
